Yes, you can identify the person, but expect a blurry, digitalized image. The problem for me involved the number of dropped frames. The audio was always ahead of the video, and much of the video appeared to be one still frame after another (with the 30 frames in-between them lost).
Now, how much of that was due to my 26,400 baud connection and only 32 MB of RAM? Probably a lot. I would guess that if the conferencing were done over a T1 line on a computer with 64 or 128 MB of RAM and a 400+ processor, the image quality would be much better.
Overall, video conferencing is do-able, but I have found that it is not all it's cracked up to be.

Now you have me very intrigued about web cams. It sure is an affordable way to get video-conferencing going. I'm thinking about developing an on-line course so something like this would be perfect - even if the image quality is not the best. How bad is it, really? Can you easily identify the person you are talking to by sight?
