The Bottom Line: It's worth a try. It made my skin smoother, so who knows what it'll do for your skin.

Neutrogena Healthy Skin Face Lotion (NHSFL)
I had been looking for an effective face lotion to improve the overall appearance and texture of my skin for some time. Most lotions I’ve used before have been more or less the same; however, NHSFL seemed to improve my skin. I’ve noticed a clear difference in my skin’s clarity, but more in the texture.
The lotion claims to improve the appearance and texture of your skin over a certain period of time. Neutrogena states that after using the product for 8 weeks, you will be able to see and feel an improvement in texture and clarity of your skin. They give you a chart of the expected progression of improvement of your skin, but I am sorry to say that I have long since thrown out the box…so I suppose you will have to go to the store and read it yourself. *shrug*
The reason why I bought the product was because I needed a lotion that would repair my skin (acne gets the best of everyone I suppose *sigh*). Upon applying the lotion, I felt a slight stinging, but that is expected. I applied it every day in the morning and at night. I really didn’t notice much of a difference as far as the evenness and texture were concerned. In fact, I didn’t think it was any different from the other lotions I’ve previously tried. However, after I ran out and started using another generic lotion, I saw and felt the difference of NHSFL. My skin wasn’t as smooth as it used to be (while I was using the product), which I found to be the most noticeable distinction. Meanwhile, I observed a more subtle difference in my skin evenness. I’m not the greatest at noticing gradual day-to-day changes, so the change of evenness in my skin was harder to detect. Nonetheless, I found that the lotion did improve it (a little less red, and all the other little skin imperfections), but not by a great deal.
Some gripes I have about this product:
To begin, it is way too expensive for such a tiny bottle! $10!! I could probably buy a designer name brand any a makeup counter for the same thing, and maybe even see better results! Considering the minor results I got from using NHSFL, the $10 really seemed like a waste of money.
In addition to the expensive cost, I warn you to keep NHSFL away from your mouth - especially your tongue/lips! One day while applying it to my face, I must have accidentally put some on my lips without knowing...so when I unconsciously licked my lips, I tasted the worst taste EVER! Now I know NHSFL isn't meant for tasting/eating, but I'm just warning you - accidents (like the one I just described) happen...and well, it tasted like crap (kinda salty and very "chemical-y")! Bleh. NHSFL doesn't exactly smell like freshly cut roses either and smells just how it...tasted! :o So if you're more concerned about how it smells, then you're better off just getting a more generic type of lotion.
Since I don’t have the box, I can only list the main ingredients:
Vitamins A, C, E
Pro-Vitamin B5
Alpha-Hydroxy Acid
As stated on the bottle:
“Directions: Apply to clean skin. You may experience a brief tingling sensation. Those with sensitive skin should wait 10 minutes after cleansing before application. Follow with a moisturizer as needed…
Caution: Avoid contact with eyes and eyelids. If product gets into eyes, rinse thoroughly with water.” (*I’ve applied it to my eyelids a few times, and nothing ever happened to them)
I highly suggest using some Eucerin Original Moisturizing Crème on the drier areas of your skin!
I have moderately sensitive skin, so I don’t foresee any major problems with this lotion. $10 for a mere 2.5 fl oz (73ml) is pretty damn pricey – even with the push button dispenser – but there’s nothing wrong with at least trying it out once. For me, it came highly recommended by a 33ish yr-old family friend, so I guess its effectiveness really depends on what type of person is using it. All in all, I'd say that if you're willing to spend $10 for what Neutrogena calls a bottle of lotion, go for it. If not, don't worry, because I don't think you'll be missing much.
Update
OK, so I've been off NHSFL for a bit longer, and I am currently using Lubriderm lotion every day and night. I will say that my skin isn't AS smooth as it was when I was using NHSFL, but it's really an insignificant difference. My skin generally looks the same - no one (aka my eerily-observant-of-every-minute-thing mother) has commented on how bad my skin is looking. Come to think of it, no one really commented on how good it looked when I was using NHSFL! The bottomline is yes, NHSFL did improve my skin, but it was so minor and undetectable (to friends, family, anyone who knows me) that you're just better off saving your money and buying a generic brand and getting just about the same results.
