Cons: application fee, interest rate, no online account access, no authorized users
The Bottom Line: If you want to be treated like a prime customer, go with Sterling.

Back in the day, I had a few cards. This was my first credit card in four years. It is a wonderful secured card. I was attracted to Sterling because of its annual fee ($39), low application fee ($19), and it gives you 120% of your deposit for credit.
I have a $600 line and I put in $500. The fraud department is top notch: if there is a lot of online purchases or unusual activity, they call right away. Some of the "prime" banks don't even do that. When fraud specialists do call, they're very nice.
I have never had a problem with payments posting, since Sterling wants it snail mailed or wired. The day they get the payment they post it to my account: even though it's a check. The 800 and Planet Feedback representatives are very informative and answer account questions fast.
For a credit card company, Sterling is one of the very best. I've dealt with them, Associates, Citibank, Capital One, MBNA, Target, and others...and Sterling is in my top three for certain.
I will post the results of my efforts to get my 19.8% interest rate lowered and whether I can unsecure the card at the six month mark.
