M:I 2 starts out moderately interesting, but rapidly devolves into a never-ending series of slow-motion action shots and all-too-predictable "twists" with plot holes you could fly a helicopter through. (Some plot holes are to be expected, but this - didn't they even *try* to make the story consistent?) Where the first movie made a decent attempt at staying true to the spirit of the original series, with devious intrigues, complicated plans revealed only as they were executed, and wonderful gadgetry, this one makes token use of the famous masks but does little else.
It might be worth two bucks at the rerun theater, but don't bother with it otherwise unless you're desperate for a way to kill two hours.
