If you want a rustic, reasonable beach vacation with good snorkeling, Culebra might be the place. I'm not into the generic resort scene at all, so Isle Verde in San Juan does nothing for me, plus there are too many people. To get to Culebra take a bus, collectivo, or private taxi to the busy coastal town of Fajardo, and then purchase a couple dollar ferry ticket for the two hour ride to Culebra. Actually, if you end up having to take a private taxi to catch the ferry, you're probably better off flying round trip from San Juan for about $100.
The ferry arrives in the only town of Dewey. You'll see low key guest houses and restaurants. You might want to rent a jeep if you want to explore the island. Be sure to bring your DEET insect repellant.
Because of the low rainfall, visibility is good. It's better to bring your own snorkeling gear. You'll see dense schools of fish and probably
sea turtles. Flamingo Beach, on the northwest side, is lovely and unspoiled.
There are fifty dive sites surrounding Culebra and its 24 islands. Tamarindo Reef, on the west coast, is a good one because the reef is healthy and full of brain and star coral, huge sea fans, and gigantic gorgonians. We saw hawkbill and sea turtles as well as spotted sting rays. You can see a submerged tugboat and artifacts from Culebra's navy days at Anchor Reef.
All in all, Culebra is a nice contrast to the glitzy, commercialized tourism in Puerto Rico.
